Open tender in selection of organizations for the right to receive grants on implementation of complex projects for creating high-tech production

The Ministry of Education and Science of the Russian Federation declared carrying out the open tender in selection of organizations for the right to receive grants for implementation of complex projects for creating high-tech production (the ninth turn, the contest code 2017-218-09)

1. Open tender in selection of organizations for the right to receive grants on implementation of complex projects for creating high-tech industries (hereinafter – competition) is conducted in accordance with paragraph 2 of the Rules of giving grants on state support of development of cooperation of Russian educational institutions of higher education, state scientific institutions and organizations implementing complex projects of creating high-tech production, in the framework of the program "Institutional development of research sector" of the state program of the Russian Federation "Development of science and technologies" for 2013-2020, approved by decree of the Government of the Russian Federation of 9 April 2010 № 218.

2. The competition is organized by the Ministry of Education and Science of the Russian Federation (Minobrnauki of Russia).

3. The tender documents are available in the Internet on the official website of the Ministry of Education and Science, located at http://минобрнауки.рф and on the special site located at http://p218.ru and available for review by all interested parties at no charge.

4. Organizations interested to participate in the competition submit applications for participation in the competition in the prescribed manner including the description of the complex project for creation of hi-tech production (hereinafter – the project).

The project should provide its implementation in cooperation with Russian educational institutions of higher education or state scientific institution performing (executing) within the project research, development and technological work as the lead performer in one of the priority areas of development of science, technology and engineering in the Russian Federation.

5. Requirements to participants of competition and implementation of the project, as well as to the content, design and procedure of submission of applications for participation in the competition, criteria and procedure for evaluation of applications for participation in the competition, procedure and terms of conclusion of the contract with the winners of the competition are specified in the tender documentation.

6. The grant is given to the organization selected as a result of the competition, for a period from 1 to 3 years, starting from 2017, in the amount of:

in 2017 – up to 30 million Rub

in 2018 – up to 70 million Rub

in 2019 – up to 100 million Rub,

for reimbursement of expenses on research, development and technological works for the project conducting by the Russian educational institution of higher education and/or state scientific institution.

7. For additional financing for the project grant receiver organization must attract own funds in the amount not less than 100 percent of the amount of the grant.

At that not less than 20 percent of the total amount of attracted own funds should be used for financing research, development and technological works for the project.

8. Applications for participation in competition are accepted to the address of the organizer of the competition till 12 o’clock (Moscow time) February 13, 2017.

9. Information about the winner (winners) of the competition will be posted on the dedicated event website not later than three working days after signing evaluation protocol of applications for participation in competition by the competition commission.

10. The agreement on the conditions for granting and use of grants regarding the competition results is signed in accordance with the form approved by the Ministry of Education and Science (available on the dedicated website of the event).

A webinar for HEIs on topical issues of preparation and conducting of open tender within the framework of the Decree of the Government of the Russian Federation dated 09.04.2014 No. 218 was held on the 13th of January 2017 in a hall of Board of the Ministry of Education and Science. The webinar was attended by the representatives of Saratov State Agrarian University.
