The Academic Council

General administration of the University is performed by an elected representative body, the University Academic Council headed by the Rector. The Academic Council is elected for the term of 5 years. The quantitative composition of the academic Council is determined by the conference. The meetings of the Academic Council are held at least 6 times a year in accordance with the plan.
• considers the University Charter draft and the changes and (or) additions bringing into the Charter for the subsequent adoption at the conference of the University staff and students;
• takes a decision on the convening and conducting the conference for the election of rector, Academic Council, adoption of the collective agreement and consideration of any other issues referred to its competence;
• performs general control over compliance of the Russian Federation legislation, the Charter and Regulations of labour routine by the staff and students of the University;
• takes a decision on creating structural divisions of the University, considers the provisions on subdivisions and the main areas of activity;
• establishes economic societies, the activity of which consists in the practical application (introduction) of the results of intellectual work;
• decides the issues of educational, educational-methodical, research and analytical work, staff training, implementation of the international relations of the University, makes decisions concerning the organization of educational process, including a period of study in accordance with the requirements of Federal state educational standards, approves the order of formation of plans for the research work;
• hears and approves annual reports of the rector;
• discusses the basic issues of economic and social development of the University, use of the Federal budget and extra-budgetary funds;
• takes decisions about the presentation of scientific-pedagogical workers to awarding of academic titles of professor and associate professor, correspondent-member and academician;
• elects the deans of faculties and heads of departments in the order prescribed by the Charter and the relevant provisions;
• applies for honorary titles of the Russian Federation, representation to government and industry awards and prizes, awards the honorary title of the University;
• examines the work of the Dissertation Committees of the University;
• exercises other powers stipulated by the legislation of the Russian Federation, the University Charter and Regulations of the Academic Council.

The decision of the Academic Council enters into force after its signature by the rector.
